Pros:

The Visual Effects are nice
The Splash is ok

Cons:

The Appearance is not good
Hextech in general isn’t usually good.
Nocturne is a weird pick for this theme
The sound effects are… well umm… alright f*** it, they aren’t that good

"I'm just using this skin for a meme, I think it looks horrible." - An enemy Nocturne in one of my previous matches. He's not wrong, almost the entire Hextech Skin line is not that great and Nocturne doesn't fit well either.
